دور الإدارة الالكترونية في تحقيق التنمية الإدارية بالجزائر حتميات التنفيذ ومعوقات التطبيق

الملخص
لم يعد تطبيق الإدارة الالكترونية ترفا إداريا، بل أصبح ضرورة حتمية، لتلبية الحاجيات المتزايدة للمواطنين، ولمواكبة التطور التكنولوجي الهائل الذي يحصل في العالم. أردنا في هذه الورقة البحثية تناول أثر تطبيق الإدارة الالكترونية على التنمية الإدارية في الجزائر، مع التركيز على الصعوبات التي تعترض تطبيق المشروع، بهدف إيجاد السبل الكفيلة بتذليلها. وقد اعتمدنا على المنهج الوصفي باعتباره منهجا ملائما للدراسة، وتوصلنا في نهاية البحث الى ان المشروع تعترضه مجموعة من المعوقات السياسية، التشريعية، المالية، التقنية، وخصوصا البشرية، ومن جملة التوصيات التي تم اقتراحها ضرورة وضع استراتيجية لتطبيق الإدارة الالكترونية في كافة الإدارات والمرافق العمومية لإحداث التنمية الإدارية المنشودة Applying electronic management is no longer an administrative luxury, but has become an inevitable necessity, to meet the growing needs of citizens, and to keep pace with the tremendous technological development that is taking place in the world. In this paper, we wanted to address the impact of the application of electronic management on administrative development in Algeria, with a focus on the difficulties that impede the implementation of the project in order to find ways to overcome them. We have relied on the descriptive approach as an appropriate one for the study. We concluded at the end of the research that a group of political, legislative, financial, technical, and especially human obstacles encounters the project. Among the recommendations that have been proposed is the need to develop a strategy for the application of electronic management in all administrations and public facilities to create the desired administrative development.
