الملخص

شكلت المراجعة الدستورية الأخيرة لعام 2020 إرادة حقيقية لترجمة طموحات الشعب الجزائري، بإحداث تحولات اجتماعية وسياسية عميقة من اجل تحقيق الانتقال الديمقراطي في ظل بناء جزائر جديدة، وتمخضت عن ذلك إصلاحات دستورية جوهرية شكل فيها الاعتراف بدور المجتمع المدني كفاعل وكشريك أساسي ودائم في حلقة التنمية المحلية، والارتقاء بمكانته من خلال دسترة المرصد الوطني للمجتمع المدني سندا قويا لدور الحركة الجمعوية ومختلف مؤسسات المجتمع المدني في تسيير الشؤون العمومية. وهو ما يُعد تحولا بارزا لم بُشهد له مثيل في ظل الإصلاحات الدستورية السابقة.ويشكل إضافة دستورية تعكس أهمية دور المجتمع المدني في نشر ثقافة المواطنة. The last constitutional review of 2020 constituted a real will to translate the aspirations of the Algerian people, by bringing about deep social and political transformations in order to achieve democratic transition in light of building a new Algeria And this resulted in fundamental constitutional reforms in which the recognition of the role of civil society al and as an actor and as an essential and permanent partner in the circle of local development, and upgrading its status through the constitution of the National observatory for civil society is a strong support for the role of associative movement and the various civil society institutions in the conduct of public affairs, This is considered a remarkable transformation that has not been witnesses before in light of the previous constitutional reforms. It constitutes a constitutional addition that reflects the importance of the role of civil society in spreading the culture of citizenship.
