الملخص
في هذه الدراسة تم استعراض مفهوم كل من الجماعات المحلية والتنمية المحلية المستدامة ومناطق الظل، وشرح دور الجماعات المحلية في تحقيقها، وتحديد التحديات التي تواجهها لتحقيق التنمية المحلية المستدامة، وقد ركزت الدراسة كذلك على المجهودات المبذولة من قبل الجماعات المحلية - خاصة بعد تعليمات رئيس الجمهورية "عبد المجيد تبون"- للنهوض بمناطق الظل من أجل ضمان الأمن الإنساني لساكنة هذه المناطق. وقد توصلت الدراسة إلى أن التنمية المستدامة هي أسلوب حياة، ونمط معيشة، ويتطلب أن تقوم الهيئات الرسمية والمحلية بتطوير أساليب إدارة متكاملة يتم بواسطتها التعامل مع المجتمع على أنه نظام متكامل ويشتمل مجموعة من النظم كالنظام الاقتصادي والاجتماعي والبيئي. وأوصت الدارسة بضرورة إعادة النظر في قانون الجماعات المحلية – خاصة وأنه قد شكلت لجنة لمراجعة قانون البلدية والولاية- يحدد دور واضح للوحدات المحلية في تحقيق التنمية المحلية المستدامة ويتلائم مع قدراتها المادية والبشرية، مع ضرورة إشراك المواطنين والمجتمع المدني في صياغة السياسات العامة للجماعات المحلية في إطار ما يعرف بالديمقراطية التشاركية. In this study, the concept of local communities, sustainable local development and shadow areas was reviewed, and the role of local communities in achieving them was explained, and the challenges they faced to achieve sustainable local development were identified. The study also focused on the efforts made by local communities - especially after the instructions of the President of the Republic. Abdel Majid Tebboune - to advance the shadow areas in order to ensure human security for the inhabitants of these areas. The study concluded that sustainable development is a way of life and a way of living, and it requires that official and local bodies develop integrated management methods through which society is dealt with as an integrated system and includes a set of systems such as the economic, social and environmental system. The study recommended the need to reconsider the law of local communities - especially since a committee has been formed to review the municipal and state law - specifying a clear role for local units in achieving sustainable local development and in line with their material and human capabilities, with the need to involve citizens and civil society in formulating public policies for local groups within the framework of What is known as participatory democracy.
