تقييم تجربة الحكومة الالكترونية بالجزائر

الملخص
تهدف هذه الدراسة إلى تقييم مدى تقدم الحكومة الجزائرية في تطبيق تجربة الجزائر الالكترونية 2013 وما هي أهم النتائج المحققة سنة 2020 وفق مؤشر تنمية الحكومة الالكترونية . ولإعداد هذه الدراسة اعتمدنا على المنهج الوصفي لتعريف الحكومة الالكترونية ومؤشر تنمية الحكومة الالكترونية، والمنهج التحليلي لتحليل نتائج مؤشرات تنمية الحكومة الالكترونية. وقد توصلت الدراسة إلى وجود تقدم ملحوظ في مؤشر تنمية الحكومة الالكترونية ،حيث عرفت الجزائر انتقال من الدرجة المتوسطة إلى المرتفعة حسب هذا المؤشر ،كما احتلت المرتبة 120 عالميا سنة 2020 بعدما كانت 130 سنة 2018، أما فيما يخص مؤشر تنمية الحكومة الالكترونية = 0.5173، فهو مؤشر مرتفع Abstract: This study aims to evaluate progress of the Algerian government in application of E-government experience 2013 and what’s important results realized on 2020 according Government Development Index (EGDI) . and for the preparation of this study we relied on The descriptive method to defining E-government and EGDI , and the analytical method to analyzing the results of the indicators of EGDI. The study concluded remarkable progress in EGDI, where Algeria has known a transition from medium to high grade according this indicator, it also ranked 120 in the world for the year 2020 after it was130 for the year 2018, concerning EDGI= 0.5173, which is a high indicator. Résumé : Cette étude vise à évaluer le progrès du gouvernement algérien dans l’application de l’expérience d’E-Algérie 2013 et de montrer les plus importants résultats réalisées en 2020 selon l’indice de développement du E-gouvernement (IDEG) . Pour préparer cette étude, nous nous sommes appuyés sur la méthode descriptive pour définir le gouvernement électronique et l’indice de développement du E-gouvernement , et la méthode analytique pour analyser les résultats des indicateurs d’ IDEG . et l'étude a conclu un progrès remarquable dans l’IDEG ou a connu l'Algérie une transition d'un degré moyen à élevé selon cet indice , elle s’est également classé au 120 au monde en 2020 après avoir été 130 en 2018, quant à l’indice IDEG = 0.5173 qui est un indicateur élevé.
