الملخص
تناول البحث مدى دستورية الإجراءات الحكومية المقيدة للحرية الفردية في ظل الظروف الاستثنائية التي تعصف بالدول كما هي أزمة كورونا، من خلال بيان تلك الإجراءات وأثرها على على الحريات الفردية، حيث اتبع الباحث المنهج الوصفي بالنظر إلى التشريعات المتبعة، ثم تبعها المنهج التحليلي لتحليل تلك التشريعات،وقد توصل الباحث نتيجة ذلك إلى عدد من النتائج من أهمها عدم تناسب تلك الإجراءات لدى البعض من الحكومات لعدم دستوريتها نظراً لشدة وقعها على الحرية الفردية، في حين هناك من الحكومات اتبعت إجراءات كافية ومناسبة اقتضتها المصلحة العامة بالاستناد إلى الأحكام الدستورية. The research dealt with the constitutionality of government measures restricting individual freedom in light of the exceptional circumstances that afflict countries, as is the Corona crisis, by explaining those procedures and their impact on individual freedoms, where the researcher followed the descriptive approach in view of the legislation followed, and then followed by the analytical approach to analyze those legislations, and the researcher reached as a result a number of results, the most important of which is the disproportion of these procedures for some governments because of their unconstitutionality due to the severity of their impact on individual freedom, while there are of governments have followed adequate and appropriate procedures required by the public interest based on constitutional provisions. .
