آليات تحسين مناخ الاستثمار في الجزائر في اطار قانون الاستثمار رقم 22-18

الملخص
تعمل الجزائر من خلال النصوص القانونية الناظمة للاستثمار على تهيئة وخلق المناخ المناسب للاستثمار، بتوفير جملة من الضمانات والامتيازات التي جاءت بها نصوص الاستثمار الجديدة، فبعد اعادة النظر في الهياكل بالمكلفة بمتابعة وتنفيذ السياسة الاستثمارية واعادة تنظيمها ( المجلس الوطني للاستثمار والوكالة الجزائرية لترقية الاستثمار)، تم انشاء منصة رقمية للمستثمر بهدف رقمنة قطاع الاستثمار واضفاء الشفافية على المعاملات في مجال الاستثمار، وتضمن مرافقة مستمرة للمستثمر في كل مراحل انجاز مشروعه الاستثماري، كما تم اقرار حزمة من الانظمة التحفيزية والمزايا بغرض تشجيع واستقطاب المستثمرين، تعمل كلها على تحسين المناخ الاستثماري واصلاح وسد الثغرات التي كانت في ظل النصوص القديمة. Summary: Algeria is working through the legal texts regulating investment to prepare and create a suitable climate for investment by providing a number of guarantees and privileges that came in the new investment texts. After reviewing the structures, following up and implementing the investment policy and reorganizing it (The National Council for Investment, the Algerian Agency for Investment Promotion) , a digital platform was created for the investor with the aim of digitizing the investment sector and giving transparency to transactions in the field of investment, and ensuring continuous accompaniment to the investor in all stages of completing his investment project. Also, a package of incentive systems and benefits has also been approved in order to encourage and attract investors, all of which work to improve the investment climate and repair and fill the gaps that were in the shadow of the ancient texts.
