الملخص
ملخص: إن تطور تكنولوجيا المعلومات و الاتصال و إشاعة استخدام تطبيقاتها في عصر العولمة اثر على الثقافة سواء في مضمونها أو في وسائطها أو من ناحية تشكلها و القوى المنتجة و المستهلكة لها ، تأثير تكنولوجيات الإعلام و الاتصال على الظاهرة الثقافية أنتج الكثير من الإشكاليات التي ارتبطت بمحاولات الفهم و السيطرة على أبعاد الظاهرة الثقافية في عصر العولمة و تأتي هذه الورقة العلمية لمحاولة فهم إشكالية الحفاظ على الهويات و الدفاع عن الخصوصيات الثقافية للشعوب و المجتمعات العربية في عصر يشهد التطورات المتلاحقة لتكنولوجيا الإعلام و الاتصال و في زمن تتداخل فيه الصور و العلامات و الرموز والثقافات و تتزاحم فيه القيم و الأنماط و السلوكيات و تتصارع فيه الثقافة المحلية أمام الثقافة الكونية حيث تلعب تكنولوجيا المعلومات و الاتصال دورا محوريا في تحديد شكل و طبيعة الصراع و التفاعل بين المحلي و الكوني في المجتمعات العربية و دالك من خلال ما تنتجه من طرق و آليات و وسائل و خدمات و تأثيرات على مكونات الهوية و على فعل الممانعة الثقافية Abstract: The development of information and communication technology and the widespread use of its applications in the era of globalization affected culture, whether in its content or in its media or in terms of its formation and the productive and consuming forces of it. The impact of information and communication technologies on the cultural phenomenon produced many problems that were associated with attempts to understand and Control over the dimensions of the cultural phenomenon in the age of globalization This scientific paper comes to try to understand the problem of preserving identities and defending the cultural specificities of Arab peoples and societies in an era that witnesses the successive developments of media and communication technology and at a time when images, signs, symbols and cultures overlap and values, patterns and behaviors clash and clash.
