تقييم ورقمنة التسهيلات الجمركية وأثرها على أداء المتعاملين الإقتصاديين

الملخص
ملخص: تقدم إدارة الجمارك الجزائرية جملة من التسهيلات تهدف إلى تعزيز القدرة التنافسية للمتعاملين ودعمهم في السوق الدولية. وتنوعت هذه التسهيلات بين تلك التي تبسط وتسهل الاجراءات سواءا الادارية أو تلك التي لها علاقة بالجمركة، الأمر الذي يسرع العملية اللوجيستيكية، فتعقيد الإجراءات يؤدي للمكوث المطول الذي من شأنه إضافة تكاليف وتعطيل العملية الانتاجية أو التسويقية للمتعاملين، واتجهت التسهيلات الجمركية أيضا الى التأثير ماليا على المؤسسة. تهدف الدراسة الى تسليط الضوء حول نجاح هذه التسهيلات، أم أن وجودها يقتصر فقط في الترسانة القانونية والتنظيمية. ودفعا بهذه التسهيلات الى تحقيق غاياتها، عززت ادارة الجمارك أدواتها باستعمال التكنولوجيا والرقمنة لتبسيط اجراءاتها وتسهيلها للمتعاملين في إطار معايير المنظمة العالمية للجمارك Abstract: The Algerian Customs Administration offers a number of facilities aimed at enhancing the competitiveness of dealers and supporting them in the international market. These facilities varied between those that simplify and facilitate procedures, whether administrative or those related to customs, which speeds up the logistical process, as the complexity of procedures leads to prolonged stay, which would add costs and disrupt the production or marketing process for customers, and the customs facilities also tended to have a financial impact on the institution. the study aims to shed light on the success of these facilities, or whether their existence is limited only in the legal and regulatory arsenal. In order to push these facilities to achieve their goals, the Customs Administration has strengthened its tools by using technology and digitization to simplify and facilitate procedures for customers within the framework of the standards of the World Customs Organization
