دراسة قياسية لآثر تقلبات سعر الصرف على الصادرات والواردات الجزائرية خلال الفترة (1970 -2018)

الملخص
تهدف هذه الدراسة إلى محاولة توضيح وتقدير أثر تقلبات سعر الصرف على الصادرات والواردات الجزائرية، حيث تم التعرف على مختلف المفاهيم الأساسية المتعلقة بسعر الصرف والوظائف النظم والنظريات المفسرة له، كما تهدف هذه الدراسة إلى إبراز العلاقة بين سعر الصرف والصادرات والواردات، وعلى هذا الأساس تمت معالجة هذه الدراسة باستعمال بيانات إحصائية خاصة بسعر صرف الدينار الجزائري مقابل الدولار الأمريكي وكذا الصادرات والواردات الجزائرية في الفترة(1970-2018)، باستعمال نموذج ال ARDL. وقد خلصت الدراسة إلى عدم وجود علاقة توازنية في المدى الطويل بين سعر الصرف والصادرات والواردات وهذا راجع بالأساس إلى تحكم السلطات النقدية في انزلاقات سعر الصرف لأسباب جوهرية تتعلق بخطر التخفيض إلى معدلات توازنية تراعي حقيقة الأوضاع الاقتصادية. مما يعني أننا لا نملك سعر صرف حر يعكس الصورة الحقيقية لسعر الصرف الحقيقي. Abstract: This study aims to try to clarify and estimate the impact of exchange rate fluctuations on Algerian exports and imports, as the various basic concepts related to the exchange rate, as well as the most important concepts related to exports and imports and the most important types of them, were identified. This study also aims to highlight the relationship Between the exchange rate, exports and imports, and on this basis, this study was addressed using statistical data on the exchange rate of the Algerian dinar against the US dollar, as well as Algerian exports and imports in the period (1970-2018), using the ARDL model. The study concluded that there is no long-term equilibrium relationship between the exchange rate and exports and imports. This is mainly due to the monetary authorities ’control of exchange rate slippage for fundamental reasons related to the risk of reducing to equilibrium rates that take into account the reality of economic conditions. This means that we do not have a free exchange rate that reflects the true picture of the real exchange rate
