الدولة الريعية والتخصيص السلطوي للريع النفطي:دراسة في دور النخب الحاكمة عربيا

الملخص

قيام الدولة الحديثة كشكل من أشكال التنظيم السياسي المعبر عن الإرادة العامة للأفراد ارتبط تاريخيا بالصراعات الناشئة بين الجماعات المتباينة من حيث المصالح داخل المجتمع، وعلى نحوِ وظيفي تكرس للنظام السياسي القائم في هذه الدول دور المسؤول عن عملية التخصيص السلطوي للقيم المادية واللامادية المتنازع عليها مجتمعيا. انطلاقا من سلطة الإلزام التي يمتلكها. في النموذج العربي للدولة وتحديدا الريعية منها نجد أن هذا الطرح يشوبه العديد من الغموض، نتيجة الاختلالات التي تعاني منها بنية الدولة العربية الريعية، إذ أن القيمة المتنازع عليها هي الريع الاقتصادي لكن من يقوم بتخصيص هذه القيمة ليس النظام السياسي العربي،وإنما النخب الحاكمة التي تحتل مكانة رائدة في سلم الترتيب الهرمي لمجتمعاتها، لأنها صادرت الحيز العام من الإرادة العامة، إلى درجة اختزال الأنظمة السياسية فيها وتماهيها معها. لذلك تأتي هذه الدراسة في محاولة لمعالجة إشكالية التخصيص السلطوي للريع داخل الدول العربية الريعية ودور النخب الحاكمة فيه. الكلمات المفتاحية: التخصيص السلطوي، الدولة الريعية العربية، النخب الحاكمة العربية Abstract: The establishment of a modern State as a form of political organization reflecting the general will of individuals has historically been linked to conflicts between groups with differing interests within society, and in a functional manner devotes the political system in these States to the role of responsible for the authoritarian allocation of socially disputed material and material values.
