دور مجلس الأمن في حماية الأطفال أثناء النزاعات المسلحة

الملخص
الملخص: تهدف الدراسة التطرق لأساليب مشاركة مجلس الأمن في حماية الأطفال اثناء النواع المسلح، سواء بإصدار قرارات تضعها ضمن مسائل حفظ السلم والأمن الدوليين أو بإتباع أساليب أخرى بما في ذلك إنشاء آلية للرصد والإبلاغ عن مثل هذه الانتهاكات، وإنشاء فريق عامل تابع لمجلس الامن مختص بمسألة الأطفال والنزاعات المسلحة. قد توصلنا الى ان مشاركة مجلس الأمن قد عزّزت إلى حد كبير، إدراج موضوع حماية الأطفال ضمن خطة المجلس لحفظ السلم والأمن الدوليين، وأتاحت الفرص لتحسين الجهود والإجراءات الرامية إلى حماية الأطفال ، حيث تسمح قرارات مجلس الأمن بتكييف الانتهاكات التي تقع على نطاق واسع بأنها تهديد للسلم الدولي، باتخاذ تدابير قمعية وفقا لميثاق الأمم المتحدة. Abstract: The study aims to address the methods of the Security Council’s participation in the protection of children during armed conflict, whether by issuing resolutions that place them within the issues of maintaining international peace and security, or by adopting other methods, including the establishment of a mechanism for monitoring and reporting on such violations, and the establishment of a working group of the Security Council specialized in the issue of children and conflicts armed. We have concluded that the participation of the Security Council has greatly strengthened the inclusion of the issue of child protection within the Council's plan to maintain international peace and security, and has provided opportunities to improve efforts and procedures aimed at protecting children, as the Security Council resolutions allow for violations that occur on a large scale to be defined as A threat to international peace, by taking repressive measures in accordance with the Charter of the United Nations.
