انعكاسات السياسة البيئية على توجيه الاستثمار في الجزائر

الملخص
إن تبني مبدأ التنمية المستدامة الذي يشجع التنمية في إطار الحفاظ على البيئة، أدى إلى وضع ترسانة من القوانين والتشريعات التي تصون البيئة على المستوى العالمي والوطني ووضع سياسة بيئية لمعالجة الأضرار البيئية والمطالبة بتجنب المشاكل البيئية وتقليل الأخطار القائمة أصلا، وتحقيق شكل جديد من أشكال التعاون بين السياسة البيئية لمختلف القطاعات. ويعتبر الاستثمار بمختلف نماذجه هو السبب الأساسي لإتلاف البيئة، كان لابد من تشجيع الاستثمار مع الاهتمام بالحفاظ على البيئة كمفهومين متلازمين وليس متعارضين، أي تحقيق تنمية اقتصادية بأقل قدر من التلوث والإضرار البيئي وبالحد الأدنى من استهلاك الموارد الطبيعية، وهذا يتطلب دمج الاعتبارات البيئية وإدارة الموارد الطبيعية في سياسات وخطط التنمية الاقتصادية، وتقع مسؤولية الدولة في التأكد من الأنشطة ببسط رقابتها، والتأكد من أنها لا تسبب ضررا وتحافظ على البيئة. The adoption of the principle of sustainable development, which encourages development in the framework of preserving the environment, led to the development of an arsenal of laws and legislations that safeguard the environment at the global and national levels and the development of an environmental policy to address environmental damage and demand to avoid environmental problems and reduce existing dangers, and achieve a new form of cooperation between Environmental policy for different sectors. The investment with its various forms is considered the main reason for damaging the environment. It was necessary to encourage investment with an interest in preserving the environment as two concepts that are inseparable and not inconsistent, that is, achieving economic development with minimal pollution and environmental damage and with minimal consumption of natural resources, and this requires the integration of environmental considerations and management of natural resources. In the policies and plans for economic development, the state has a responsibility to ensure activities are in place to control them, and to ensure that they do not cause harm and preserve the environment.
