الملخص
مـلخـص: تعد الجريمة الإلكترونية، من الجرائم المستحدثة وهذا راجع إلى التطور التكنولوجي وعالم الاتصالات، والممارسة السيئة لهذه الأخيرة أدت إلى ظهور هذه الجريمة وهي بدورها تختلف عن الجريمة التقليدية في طبيعتها ومضمونها ونطاقها وحتى في خصوصية وتميز مرتكبيها والعقوبة المسلطة عليها، وقد ساهمت عوامل التحضر السريع وتكنولوجيا الاتصال دون أن ننسى عالم الانترنت الذي كان سباقا في ظهور هذه الجريمة، مما ساعد على سرعة انتشارها وارتفاع ضحاياها، خاصة مع قصور وسائل الرقابة، وقلة النصوص القانونية، وفرض العقوبات لتحجيم تأثيرات هذا النوع من الجرائم المستحدثة التي تستهدف الأفراد والدول، وبالتالي فهي تمثل حقيقة "الاستعمار الإلكتروني" في أبشع صوره.
