محاولة في فهم مأزق المشروع التنموي في الجزائر

الملخص
ملخص: يقترح هذا المقال قراءة سوسيولوجية في العوامل التاريخية التي عملت باتجاه تأزم العلاقة بين المواطن والدولة الجزائرية، التي كان بيان أول نوفمبر 1954 قد حدد معالمها الأساسية في إشارته إلى أن الهدف من التحرير هو بناء الدولة الجزائرية الديمقراطية الاجتماعية في إطار مبادئ الإسلام،وهو المبدأ الذي ما فتئت مواثيق الثورة الجزائرية على اختلافها تؤكده في كل مرة، بدءا بميثاق طرابلس 1962،ووصولا إلى الميثاق الوطني 1986، فيما يشبه الاعتراف بالدور الكبير الذي لعبته الجماهير الشعبية التي كانت قد شكلت القاعدة الفعلية لحركة التحرر الوطني الجزائرية. Abstract: This article proposes a sociological reading of the historical factors that worked towards the worsening of the relationship between the citizen and the Algerian state, which the statement of the first of November 1954 had identified its features in build the Algerian social democratic state within the framework of the principles of Islam, a principle that all the various pacts of the Algerian revolution have been confirming it each time, starting with the 1962 Tripoli pact, and ending with the 1986 National pact, in order to recognize the great role played by the masses that had formed the actual base of the Algerian national liberation movement. Résume Cet article propose une lecture des différents facteurs historiques qui ont mené à une relation conflictuelle entre le citoyen et l'état Algérien,dont les principes fondamentaux ont été proclamés dans la déclaration du 1er Novembre 1954 qui stipulait la construction d'un état démocratique et social, dans le cadre des principes de l'islam ( c'est d'ailleurs ce que l'on retrouve dans les différentes textes de la révolution , dans la charte de Tripoli 1962 et jusque dans la charte nationale 1986) Ceci ressemble à une reconnaissance implicite du rôle des masses populaires dans la guerre de libération dont elle constituait la base réelle
