جهود قطاع التعليم العالي في أخلقة المهنة الجامعية

الملخص
الملخص سخر قطاع التعليم العالي في الجزائر جهود كبيرة من أجل تمكين اﻷسرة الجامعية من تحمل مسؤولياتها في وظائفها ومهامها وأدوارها، فمنذ تسعينيات القرن الماضي بادر القطاع الى إنشاء مجلس لآداب وأخلاقيات المهنة الجامعية في 1993، وبالرغم من أن هذه المبادرات كانت محتشمة إلا أن المرحلة التي تلتها عرفت إصرارا على تجسيد هذه الاليات، خاصة وأن الإعلان العالمي لليونيسكو لعام 1998، قد أوصى وعلى الفور مؤسسات التعليم العالي واﻷسرة الجامعية إخضاع جميع أنشطتها لمتطلبات الأخلاق والصرامة العلمية والفكرية، وهو الأمر الذي أخذ به القانون التوجيهي للتعليم العالي في 1999 من خلال النص على إنشاء مجلس يتكفل بآداب وأخلاقيات المهنة الجامعية، وهو النهج نفسه الذي سار عليه تقرير اللجنة الوطنية لإصلاح المنظومة التربوية عام 2001. وبالفعل فقد تم تجسيد كل هذه التوصيات والقرارات. لكن ومع الإصلاح الهام الذي عرفه القانون التوجيهي للتعليم العالي فقد تمت مراجعة ميثاق الآداب والاخلاقيات الجامعية لعام 2010 وكذا تعديل القرار المتعلق بالسرقة العلمية لعام 2016 واستحداث لجان محلية للمجلس. ولقد كان الهدف من كل هذا خلق جو جامعي يعيد الاعتبار لمؤسسة التعليم العالي الجزائرية. Summary The higher education sector in Algeria has devoted great efforts to enable the university family to assume its responsibilities in its functions, tasks and roles. Since the 90s of the last century, the sector initiated the establishment of a Council of Ethics and Ethics of the University Profession in 1993. Although these initiatives were modest, the next step was known Insisting on embodying these mechanisms, especially since the 1998 UNESCO Universal Declaration. He immediately recommended to higher education establishments and the university family to submit all their activities to the requirements of ethics and scientific and intellectual rigor, which was taken up by the directive law on higher education in 1999 by providing for the establishment of a council responsible for overseeing the ethics and deontology of the university profession, and this is the same approach followed by the report of the National Committee for the Reform of the Education System in 2001. Indeed, all these recommendations and decisions were made. However, with the important reform defined by the Orientation Law on Higher Education, the University's Ethics and Ethics Charter for the year 2010 was reviewed, as well as the modification of the decision relating to scientific flight for the year 2016 and the creation of local committees. for the Council. The goal of all this was to create an academic atmosphere that would restore consideration to the Algerian higher education institution
