حقوق تلقي الطفل للمضامين الإعلامية في التشريع الجزائري Child Rights To Receive Media Content In Algerian Legislation

الملخص

الملخص: يعتبر الإعلام أحد العناصر الأساسية المكونة للبيئة الثقافية للطفل في العصر الحالي، فهو بذلك يساهم في تكوين شخصية الطفل بشكل كبير، وقد ارتقت مكانة الإعلام في حياة الطفل بعدما أصبح يقضي أوقاتا طويلة في مشاهدة البرامج الإعلامية. حيث يعمل الإعلام على نشر الرسائل بطريقة فنية تثير إعجاب الطفل مستغلا أهم الخصائص الإعلامية من صوت وصورة متحركة وكذا حيث اللون، حيث ينجذب الطفل كثيرا نحو الأصوات التي يرسلها. وقد عمد المشرع الجزائري كغيره من المشرعين إلى وضع قوانين خاصة بحماية الطفل من المضامين الإعلامية، وذلك من أجل تصنيف تشريعي للمحتويات الضارة خاصة في ظل تطور البيئة الرقمية لحمايتهم من التأثيرات السلبية للمضامين الإعلامية الضارة بمرحلة نموهم، وتشكل هويتهم وفقا لتطور المعرفي والأخلاقي، هذا ما أدى إلى وضع حجر الزاوية في نظام قانوني متعلق بالسمعي البصري. Abstract : The media is considered one of the basic elements that make up the cultural environment of the child in the current era, as it contributes to the formation of the child's personality in a large way, and the media status in the child's life has risen after he has spent long times watching media programs. Where the media works to spread the messages in an artistic way that impresses the child, taking advantage of the most important media characteristics of voice and animated image as well as the color, where the child is attracted a lot towards the voices he sends. The Algerian legislator, like other legislators, has developed laws for protecting the child from the media contents, in order to legislative classification of harmful contents, especially in light of the development of the digital environment to protect them from the negative effects of the media content harmful to their growth stage, and their identity is formed according to the development of cognitive and moral, this is what led To lay the cornerstone in a legal system related to the audiovisual.
