الملخص
لقد ظهرت السلطات الإدارية المستقلة سنة 1990 بظهور أول سلطة وهي المجلس الأعلى للإعلام، وتوالت بعدها السلطات الإدارية تباعا، وهذا نتيجة لتخلي الدولة عن النهج الاشتراكي وظهور مرحلة التعددية السياسية والإعلامية وفتح المجال أمام الخواص. ولقد نشأت سلطة ضبط الصحافة المكتوبة مطلع سنة2012 كسلطة إدارية مستقلة تتمتع بمجموعة من الصلاحات المنوطة بها. لكن لا شك أن التعرض لهذه السلطة وجب الخوض في مجال الانتقالية العضوية والوظيفة وحدودهما ، وكذا التعرض لأهم الصلاحيات التي رسمها لها القانون العضوي للإعلام12 - 05 والتي تتنوع وتتعدد حسب الحالة والظروف.
