مساهمة المورد البشري للمنظمة في تحقيق التنمية المحلية

الملخص
ان النهوض بالتنمية المحلية بكل ابعادها، يتطلب الإرادة السياسية من جهة، وتوفر الإمكانيات المادية والبشرية من جهة ثانية، وتعتبر الموارد البشرية المؤهلة ذات الأداء العالي الحجر الأساس لاي تنمية، اذ لا يمكن قيام تنمية بموارد بشرية ضعيفة الأداء والتكوين، لذلك فالإدارة المحلية ملزمة بتوظيف موارد بشرية مؤهلة في البداية، والسهر على تكوين وتطوير هذه الموارد منذ لحظة توظيفها الى غاية انتهاء العلاقة الوظيفية. وقد توصلنا في نهاية البحث الى ضرورة إعادة النظر في طرق التكوين التقليدية الحالية، وترقيتها بما يتماشى والاهداف التنموية، ضمن استراتيجية شاملة لتسيير الموارد البشرية. The promotion of local development in all its dimensions requires political will on a hand, and the availability of material and human capabilities on the other hand. Qualified human resources of high performance are the cornerstone of any development, as it is not possible to promote development utilizing human resources of poor performance and formation. Therefore, the local administration is ought to employ qualified human resources initially, and ensure the formation and development of these resources from the moment of their employment until the end of the professional relationship. Finally, we concluded the need to reconsider the current traditional training methods, and upgrade them in line with development goals, within a comprehensive strategy for the management of human resources.
