تقنية دلفي: عملية معيارية واستشرافية متجددة

الملخص
تستعمل البحوث العلمية عدة تقنيات لجمع البيانات في البحوث الكمية والكيفية، ومن أهم هذه التقنيات المستعملة في البحوث الكيفية ما يسمى بتقنيات "البحث بالفعل التشاركي"، والتي تبرز من بينها تلك التي تهتم بتحليل المسارات المستقبلية لبعض الظواهر الاجتماعية المعقدة. وفي هذا السياق، تعتبر تقنية دلفي من أهم التقنيات البحثية التي يستعان بها في مثل هذه المجالات الاستشرافية النوعية التي تعتمد على آراء المحللين وتوقعات الخبراء. تقدم هذه الورقة البحثية نظرة عامة حول تقنية دلفي من خلال تحليل الأدبيات المتخصصة في مجال البحوث التشاركية. إنها تبرز مفهومها، خلفيتها التاريخية، خصائصها، خطواتها التطبيقية، أهم الانتقادات الموجهة لها... وأخيرا، فإنها تعرض إمكاناتها الحالية في ظل تكنولوجيا الإعلام والاتصال الجديدة. Abstract Scientific research uses several techniques to collect data in quantitative and qualitative research, and the most important of these techniques used in qualitative research is the so-called “participatory action research” (PAR) techniques, among which are those concerned with analyzing the future paths of some complex social phenomena. In this context, Delphi technique is considered one of the most important research techniques used in such qualitative forward-looking fields that are based on analyst opinions and experts expectations. This paper presents an overview of the Delphi technique through analyzing the specialized literature in the field of participative research. It highlights its historical background, characteristics, practical steps, and its most important criticisms. Finally, it provides its current capabilities in light of the new information and communication technology.
