الاصلاحات الهيكلية لادارة الاملاك الوطنية في الجزائر

الملخص
ملخص: قامت الحكومة بإحداث عدة إصلاحات هيكلية في الإدارة المشرفة على تسيير الأملاك الوطنية في الجزائر، ويظهر ذلك من خلال إعادة النظر في تنظيم المديرية العامة للأملاك الوطنية، والمصالح الخارجية التابعة لها على كل المستويات، من أجل تخفيف الإجراءات الإدارية وخلق التناسق بين المصالح. لكن ما يعاب على هذه الإصلاحات، أنها جاءت أساسا من أجل إصلاح الهياكل ذات الصلة بإدارة الأملاك التابعة للدولة، دون الاهتمام بإصلاح الهياكل والمصالح الإدارية اللامركزية المشرفة على إدارة و تسيير الأملاك التابعة للبلدية والولاية، التي هي الأخرى جزء من الأملاك الوطنية. Abstract: The government has brought about several structural reforms in the administration supervising the management of national property in Algeria, and this is shown by reconsidering the organization of the General Directorate of National Property, and its external interests at all levels, in order to ease administrative procedures and to create more consistency among services. What is wrong with these reforms, however, is that they came mainly to reform the structures related to the management of state property, without paying attention to reforming the decentralized structures and administrative departments supervising the management of municipal properties, which are also national properties.
