الملخص : يكتسي موضوع حقوق الانسان أهمية بالغة على الصعيدين الدولي والوطني ، فمع تزايد انتهاكات حقوق الانسان جند المجتمع الدولي نفسه لخلق نظام حماية لها ونقل هذه الحقوق من مجرد مبادئ إلى قواعد قانونية واجبة التطبيق والاحترام ولذلك نشأ اقتناع بمتبادل بضرورة وجودآليات وطنية ودولية تعزز من هذه القيم وتحمي الكرامة المتأصلة للأسرة البشرية . والتي اقرها الاعلان العالمي لحقوق الانسان وأقرتها كل دساتير الدول بغض النظر عن توجهات الدول السياسية والاقتصادية وبغض النظر عن دين الانسان او لونه او جنسه او عرقه او مكان تواجده Summary: The issue of human rights is of great importance at the international and national levels. With the increase in human rights violations, the international community has mobilized itself to create a system of protection for them and to transfer these rights from mere principles to legal rules that are applicable and respectful. Therefore, a mutual conviction arose of the need for the existence of national and international mechanisms that enhance these values and protect the inherent dignity of the human family. Which was approved by the Universal Declaration of Human Rights and approved by all the constitutions of countries regardless of the political and economic orientations of the countries and regardless of a person’s religion, color, gender, race or location.
