شبكة الإنذار السريع كآلية للإعلام عن المخاطر الصحية Rapid Alarm Network As A Mechanism For Reporting On Health Risks

الملخص

ملخص: تعد شبكة الإنذار السريع هيئة مركزية تابعة لوزارة التجارة المكلفة بحماية المستهلك تقوم بمتابعة المنتوجات التي تشكل خطرًا على صحة المستهلك تجسيدًا لمبدأ الحيطة، وإذا ما تحقق الخطر تعلم الجهات المختصة حالاً، أنشأها المشرع الجزائري بموجب المرسوم التنفيذي 12-203 المتعلق بالقواعد المطبقة على أمن المنتوجات، وهي تتشكل من ممثلي 14 وزارة يترأسها وزير التجارة. تقوم شبكة الإنذار السريع بدور إعلامي عن المخاطر الصّحية فهي همزة وصل بين الهيئات على المستويين الوطني كوزارة التجارة ومصالحها الخارجية، جمعيات حماية المستهلك والجمعيات المهنية وجمعيات أرباب العمل هذا من جهة، ومن جهة أخرى على المستوى الدولي كشبكةpluse net الدولية، الشبكة الدولية لسلطات الأغذية، هيئة الدستور الغذائي و الاتحاد العربي لحماية المستهلكين هذا ما يجعلها بحق أداة فعّالة لحماية صحة وأمن المستهلك خاصة في إطار ما يسمّى بمخاطر التّطور العلمي. Abstract: The rapid warning network is a central body of the Ministry of Commerce in charge of consumer protection that follows up products that pose a threat to consumer health as an embodiment of the principle of caution , and if the risk is realized, the competent authorities will be informed immediately, established by the Algerian legislature under Executive Decree 12-203 on the rules applicable to product security, and is made up of representatives of 14 ministries headed by the Minister of Commerce. The Rapid Warning Network plays an information altogether on health risks, as it is a link between bodies at the national level such as the Ministry of Commerce and its external interests, consumer protection associations, professional associations and employers' associations, on the one hand, and on the other hand, on the international level such as pluse net international network, the International Network of Food Authorities, the Codex Constitution Authority and the Arab Federation for the Protection of Consumers, which makes it truly an effective tool for protecting the health and security of consumers, especially in the context of the so-called dangers of scientific development.
