الحماية القانونية الدولية للمستهلك

الملخص
الملخص: تحرص الدول التي تتبنى نظام اقتصاد السوق على تحقيق المنافسة الكاملة بين المنتجين، حتى لا ينفرد أحدهم أو مجموعة منهم بعرض سعر معين على السلعة، لا تمثل الثمن العادل لها، كذلك تسعى تلك الدول إلى إعلام المستهلكين بأسعار السلع والخدمات المطروحة في الأسواق، لإعطاء حرية الاختيار والتوجه إلى المنتج الذي يعرض أحسن السلع جودة بأقل ثمن. ومن جانب آخر فإن ظهور السلع الصناعية التي تتميز بتعقيدها أو بطابعها الفني، أو بكونها تمثل خطر على أمن وسلامة مستعمليها، كان من العوامل التي دفعت بالمشرع إلى التدخل لحماية المستهلك، الأمر الذي يقتضي التعرف على القواعد القانونية لحماية المستهلك ومدى أخذ التشريعات في الأنظمة الأنجلوسكسونية، والأنظمة اللاتينية بها دفع الوضع المعاش إلى تصدي العديد من الاتفاقيات الدولية لتحديد حماية المستهلك، وإن كانت أغلب هذه الاتفاقيات لا تتعلق مباشرة بحماية المستهلك، إلا أنها تضمنت نصوصا خاصة بحمايته. Abstract: Countries that adopt the market economy system are keen to achieve complete competition between producers, so that no one can determine the price of goods that doesn’t represent the real price for it. these countries always try to inform their consumers about products and services offered by the market to let them free to choose the best quality goods at the lowest price. On the other hand, the emergence of industrial goods characterized by their complexity or technical nature, or that represent a threat to the security and safety of their users, was one of the factors that prompted the legislator to intervene to protect the consumer, which requires identifying the legal rules for consumer protection and the extent to which legislation is taken in Anglo-Saxon and Latin systems. The current situation prompted many international agreements to define consumer protection, although most of these agreements were not directly related to consumer protection, but they included provisions for his protection.
