السلطة والشباب في الجزائر.. أشكال الصراع والمساومة حول الفضاء العام خلال مرحلتي الحراك الشعبي وجائحة كوفيد_19

الملخص
نحاول من خلال هذه الورقة البحثية الكشف عن أهم أشكال الصراع والمساومة بين السلطة الجزائرية، وفئة الشباب من أجل بسط السيادة على الفضاءات العامة بالمدينة الجزائرية (مدينة الجزائر العاصمة أنموذجا) والتي تعتبر نقطة قوة كل الحركات الاحتجاجية التي ترهق كاهل السلطة وتهدد كينونتها، فهي دائما ما تقدم نفسها على أنها صاحبة الحق على الفضاء، في حين أن الشباب يعتبر الفضاء العام المكان الأنسب لفرض شروطه وإثبات نفسه وممارسة حقه بكل حرية. وهذا خلال فترتين زمنيتين متقاربتين جدا وهما: الفترة الأولى (الحراك الشعبي منذ 22/02/2019 إلى 13/03/2020 كآخر جمعة حراك، وفترة كوفيد-19 والتي لا تزال تفرض قيودها على السلطة والمجتمع، منذ تسجيل أول إصابة في (25/02/2020). وهذا من خلال قراءة للوضع العام عن طريق أهم محتويات صفحات التواصل الاجتماعي والجرائد والخطابات الرسمية للسلطة، وكشاهد على سيرورة الأحداث المتواصلة منذ حراك 22 فبراير إلى جائحة كوفيد-19، وهذا بهدف استشراف عودة الحراك الشعبي للفضاءات العامة من عدمه في مرحلة ما بعد الكورونا، مع سبر وجس نبض السلطة اتجاه هذه الفكرة بما أن الفضاء العام في الجزائر يضيق ويتسع وفقا لمدى رضا السلطة. We’ll try from this research paper to reveal the most important shapes of conflicts, and bargaining between the Algerian authorities and it’s youth to extend sovereignty on the public space in the city of Algiers, (Algiers city as an example). which represent a power point in all of the protest mouvement that overburdened the authorities and threaten it’s entity, the authority always present itself a being right on the field meanwhile the Algerian youth considers that the public space is the perfect place to lay their terms, prouve themselves and practice their right in total freedom, and that between the periods of February 22nd 2019 and March 13th 2020 as the final Friday of the « Hirak » mouvement, and because of the covid 19 restrictions on both the authority and the community, since the first ever case of contagion on February 25th 2022, and thus by reading the general situation throughout well re known social media Acounts posts, news papers, and formal speeches towards the authority, and as a witness on the continuous course of events in the February 22nd « Hirak » mouvement and the covid 19 pandemic, and this with the aim of anticipating of the return of the popular mouvement on the field of public spaces, or not at some point after the pandemic with a walk and a pulse of the authorities towards this idea as the public space in algeria narrow and expand according to the satisfaction of the authorities.
