مقترب الدور كعامل محدد في السياسة الخارجية الجزائرية ومحيطها الإقليمي

الملخص
ملخص : إن دراسة مبادئ وتوجهات السياسة الخارجية الجزائرية تجاه محيطها الجواري ، تنطلق أساسا من متغير أن تشابك المسائل الأمنية وتزايد الانفلات الأمني ،و وجود عدة متغيرات أخرى مثل ثنائية التهديد والبقاء، التي تنوعت بين النزاعات الحدودية،والقرب الجغرافي وامتداداته،طبيعة النظم السياسية والتحالفات الإقليمية كذلك العلاقات التاريخية والثقافية التي تربط بين البلدان المتجاورة حدوديا. هذه المؤشرات جعلت من السياسة الخارجية أن تعيد النظر في ترتيب الأولويات تجاه محيطها الإقليمي ، وهذا ما يدفعنا إلى تناول إشكالية تتنوع متغيراتها بين مدى فعالية الدور الذي تقوم به الجزائر في احتواء وإدارة الأزمات المجاورة لها و الوسائل المستخدمة لتحقيق أهدافها ، و للإجابة عن تساؤلنا الرئيسي اعتمدنا على مناهج تخدم موضوع اشكاليتنا :، كالمنهج التاريخي ومقترب الدور و منهج دراسة حالة ، وتوصلنا من خلال تحليلنا للموضوع أن مكانة الجزائر الجيوسياسية رشحتها من أن تكون اللاعب المحوري بحكم أن هذه المنطقة جديرة بالاهتمام الأقصى ، فتحركت الدبلوماسية الجزائرية بصفة ديناميكية متخذة في ذلك مواقف قوية ، وممارسة نشاطات مكثفة على المستوى الدولي أو الإقليمي محاولة بذلك احتواء التهديدات النابعة من الثورات العربية في ليبيا وتونس من جهة و مواجهة خطر الإرهاب من جهة أخرى مما أدى بها إلى تبني ادوار مرنة تتلاءم والوضع القائم . الكلمات المفتاحية: 1/السياسة الخارجية لجزائرية 2/ مقترب الدور 3/ المحيط الجواري و الإقليمي 4/الدبلوماسية الجزائرية. Abstract: The study of the principles and orientations of Algerian foreign policy towards its neighboring surroundings, stems mainly from the variable that intertwined security issues and the increasing insecurity, and the presence of several other variables such as the duality of threat and survival, which varied between border disputes, geographical proximity and its extensions, the nature of political systems and regional alliances As well as the historical and cultural relations that link the bordering countries. These indicators made the foreign policy to reconsider the order of priorities towards its regional environment, and this is what prompts us to address a problem whose variables vary between the effectiveness of the role played by Algeria in containing and managing the neighboring crises and the means used to achieve its goals, and to answer our main question we adopted On approaches that serve the subject of our problem: such as the historical approach, the role approach, and the case study approach, and we found through our analysis of the subject that Algeria’s geopolitical position nominated it from being the pivotal player by virtue of the fact that this region deserves the utmost attention, so the Algerian diplomacy moved in a dynamic manner, taking strong positions in that, Practicing intensive activities at the international or regional level, in an attempt to contain the threats emanating from the Arab revolutions in Libya and Tunisia on the one hand, and confront the threat of terrorism on the other hand, which led them to adopt flexible roles that fit the current situation.
