الانتخابات الديمقراطية واثرها على مسار التحول الديمقراطي في ظل العولمة المفاهيم، المتطلبات والانعكاسات

الملخص
يهدف هذا البحث الى دراسة ظاهرة الانتخابات الديمقراطية ووظائفها ومقاصدها واهم متطلباتها، مع التركيز على تطور المفهوم خاصة في ظل ما تقتضيه متغيرات العولمة وانعكاساتها على مسارات التحول الديمقراطي، و انعكاس ذلك على فعالية النظام السياسي في أبعاده السياسية، الاقتصادية وحتى الاجتماعية والثقافية، وعليه تم توظيف المنـهج التاريخــي بهدف تتبع تطور مفاهيم العمليات الانتخابية وكذا مراحل وعوامل التحول الديمقراطي. وكذا المنهج الوصفي التحليلي لتحليل مسار الانتخابات الديمقراطية، وعليه يمكن القول أن الانتخابات الديمقراطية تقوم على مجموعة من المعايير والأسس، وتقتضي توفر مجموعة من القواعد و الآليات الضامنة لحقوق المواطنة و المسهلة لديمقراطية الانتخابات، وتزداد اهميتها خاصة في ظل وجود تحديات العولمة وانعكاساتها. The research aims to study the phenomenon of democratic elections, their functions, purposes and most important requirements, with a focus on the development of the concept, especially in light of the requirements of globalization variables and their implications for the paths of democratic transformation, and their reflection on the effectiveness of the political system in its political, economic, even social and cultural dimensions. Historical history with the aim of tracking the evolution of concepts of electoral processes, as well as the stages and factors of democratic transition. As well as the descriptive and analytical approach to analyzing the course of democratic elections, and accordingly it can be said that democratic elections are based on a set of standards and foundations, and require the availability of a set of rules and mechanisms that guarantee citizenship rights and facilitate electoral democracy, and their importance increases, especially in light of the challenges and implications of globalization.
