الملخص
توجهت دول القارة الإفريقية، نحو التكتل الاقتصادي وهذا كخيار لمواجهة مختلف التحديات، فالإطار الزمني لخيار التكتل في القارة يتجاوز الأربعة عقود، كما أن هذه التكتلات ليست محصورة في إطار جغرافي معين، بل أنها تتوزع على مختلف الأقاليم الجغرافية، غير أن موضوعنا ركز على ثمانية تكتلات وهي تلك التي تم إقرارها في قمة غامبيا عام 2006 على اعتبار أنها تشكل مرحلة استباقية لتحقيق الاتحاد الاقتصادي الشامل والحقيقي لدول القارة. لقد أوضحت عملية التقييم الأوليّة للتكتلات الاقتصادية الافريقية المعنية، ضعف وتواضع مخرجاتها من الناحية الاقتصادية، وبالمقابل طغى الطرح الأمني والسياسي على مخرجاتها، وهذا يفسر بعدة عوامل ترتبط بالبيئة الداخلية والخارجية. Many African countries have pursued the creation of economic blocs as a significant option to face various common challenges. This pursuit have prevailed across the different regions of the continent for more than four decades. However, this study is mainly focused on the eight economic blocs, which were approved at the Gambia Summit in 2006, representing a pre-requisite step towards a comprehensive, true economic union of the African continent. In effect, the initial evaluation of the different African economic blocs, under scrutiny in this study, displays a predominance of political and security issues in their outputs at the expanse of the aspired economic goals. This fact can be attributed to numerous internal and external factors in Africa that are to be highlighted in this paper.
