المقاربة الجزائرية في إدارة الأزمة الليبية: الأبعاد، التداعيات والجهود

الملخص
عرفت ليبيا العديد من الاحداث والتطورات على الساحة السياسية والأمنية منذ بداية الانتفاضة الشعبية في فيفري 2011 وأخذت منحنى تصاعدي بمزيد من التوتر والتصعيد، خاصة بعد سقوط نظام القذافي، نتيجة تضارب المصالح بين مختلف الاطراف المشكلة للمشهد السياسي والأمني وحتى المجتمعي في ليبيا، بالإضافة إلى انعكاسات الازمة على دول الجوار ومنها الجزائر، وعليه تهدف دراستنا محاولة تشخيص ومعرفة اهم ابعاد وأسباب الازمة في ليبيا من جهة ومن جهة اخرى تحديد طبيعة ودور المقاربة الجزائرية في حل الازمة الليبية، ،أما فيما يخص النتائج المستخلصة فان دعم الخيار السياسي للمقاربة الأمنية الجزائرية حيال ليبيا المتمثل في الحلول السلمية والحوارات السياسية ، دعم المصالحة بين الفرقاء الليبيين والاحتواء الجماعي لأثار انهيار النظام الامني العسكري في ليبيا ،اعادة تأهيل المؤسسات والبنية التحتية للدولة الليبية ، كلها حظيت باعتراف اغلب القوى الاقليمية والدولية الكبرى التي زكت الرؤية الأمنية الجزائرية ودورها في ضمان استقرار المنطقة وتنميتها. Abstract: Libya has known many events and developments in the political and security arena since the beginning of the popular uprising in February 2011 and took an upward curve with more tension and escalation, especially after the fall of the Gaddafi regime, as a result of conflicting interests between the various parties that formed the political, security and even societal scene in Libya, in addition to the repercussions of the crisis Neighboring countries, including Algeria, Thus, our study aims to diagnose key dimensions and causes of the Libyan crisis and determining the nature, role of the Algerian approach in resolving the crisis. We conclude that, supporting the political option of the Algerian security approach towards Libya represented peaceful solutions and political dialogues, support for reconciliation between the Libyan parties, the collective containment of the effects of the collapse of the Libyan military security system, the rehabilitation of the institutions and infrastructure of the Libyan state, all of which have won the recognition of most of the major regional and international powers that have praised the Algerian security vision and its role in ensuring the stability and development of the region.
