حوكمة السياحة المحلية في الجزائر: دراسة حالة ولاية بومرداس

الملخص
أصبحت مختلف دول العالم اليوم تولي اهتماما متزايدا للقطاع السياحي نظرا لما يقدمه من مزايا تنموية على كافة المجالات الاقتصادية والاجتماعية، الثقافية والسياسية، على المستويين الوطني والمحلي، ولكن على الرغم من هذه المزايا والأهمية المتزايدة للقطاع السياحي في العديد من الدول إلا أن الجزائر لم ترقى بعد إلى المستوى الذي يكفل لها بلوغ الأهداف المرجوة، وبقيت انجازاتها محدودة، وكما أنه على رغم الجهود المبذولة من طرف السلطات المركزية واللامركزية لولاية بومرداس من أجل حوكمة وتنمية السياحة وتحفيز الاستثمار المحلي، إلاّ أنها لم تصل بعد إلى تحقيق ما تصبوا إليه والمساهمة الفعالة لهذا القطاع في تحقيق التنمية للولاية، وذلك راجع للوضع السياحي للولاية الذي يعاني العديد من النقائص والتحديات التي تحول دون ترقية القطاع وتفعيل دوره في عملية تحقيق التنمية المحلية. ولهذا فالنهوض بقطاع السياحة لولاية بومرداس وبما يحقق أثار تنموية لها مرهون بمدى تجسيد آليات الحوكمة على مستوى اّلإدارة المحلية والهياكل المكلفة بتسيير القطاع السياحي فيه، وبمدى قدرة الولاية على توفير الهياكل والمؤسسات السياحية الرشيدة. Today, various countries of the world are paying increasing attention to the tourism sector due to the development advantages it offers in all economic, social, cultural and political fields, at the national and local levels, but despite these advantages and the growing importance of the tourism sector in many countries, Algeria has not yet risen. To the level that guarantees it achieving the desired goals, and its achievements remained limited, and just as despite the efforts made by the central and decentralized authorities of the state of Boumerdes for the governance and development of tourism and stimulating local investment, it has not yet reached what it aspires to and the effective contribution of this sector in Achieving development for the state, due to the tourism situation in the state, which suffers from many shortcomings and challenges that prevent the promotion of the sector and activating its role in the process of achieving local development. Therefore, the advancement of the tourism sector in the wilaya of Boumerdes, in a manner that achieves development effects, depends on the extent to which governance mechanisms are embodied at the level of the local administration and the structures in charge of managing the tourism sector in it, and the extent to which the wilaya is able to provide rational tourism structures and institutions.
