محددات الانفاق الاستثماري والجاري في الجزائر(دراسة قياسية للفترة 1980-2014)

الملخص
ملخص : تهدف الدراسة إلى تحديد أهم العوامل المحددة لهيكل الانفاق الحكومي في الاقتصاد الجزائري لفترة زمنية تمتد من1980إلى2014 باستخدام طريقة المربعات الصغرى العادية OLS، وقد توصلت الدراسة الى ان هناك توجه للدولة نحو زيادة الانفاق الاستثماري على حساب الانفاق الجاري بداية من عام 1999، رغم ذلك يبقى الانفاق الجاري يحتل النسبة الأكبر من الانفاق العام، وتتمثل محددات الانفاق الجاري في الجباية البترولية (علاقة طردية)، الجباية العادية (علاقة طردية)، والناتج المحلي الاجمالي(علاقة طردية)، الواردات ورصيد الميزانية بعلاقة عكسية، حيث أن كل من الناتج المحلي الاجمالي، الواردات والجباية العادية هم محدداته الاساسية، أما محددات الانفاق الاستثماري تتمثل في الجباية البترولية (علاقة طردية)، الصادرات (علاقة طردية)، الواردات(علاقة طردية)، الناتج المحلي الاجمالي ورصيد الميزانية بعلاقة عكسية، حيث أن الناتج المحلي الاجمالي والواردات هما المحددان الأساسيان له، وأوصت الدراسة بإشراك القطاع الخاص في تشييد المشاريع الاستثمارية لقليل الضغوط المفروضة على الدولة، وعدم الاعتماد على زيادة الضرائب لتمويل الانفاق العام، لأن زيادة الضرائب تؤدي لزيادة الانفاق الجاري فقط ولا تؤدي لزيادة الانفاق الاستثماري الحكومي، وتطوير السوق المالي الذي من شأنه ان يساهم في تحقيق التنمية الاقتصادية وتوفير مصادر لتمويل شقي الانفاق الحكومي. الكلمات المفتاح : انفاق ؛ حكومي ؛ جاري ؛ استثماري ؛ دراسة قياسية؛ ols. تصنيف JEL : E42 ؛ D22 ؛D23 ؛B24 Abstract: The study aims to identify the most important determinants of the structure of government spending in the Algerian economy for a period of time stretching from 1980 to 2014 using ordinary least squares OLS, the study concluded that there is a tendency for the state to increase investment spending on current expenditure account beginning of 1999, although it remains current expenditure It occupies the largest percentage of public spending, the determinants of current expenditure in the petroleum levy (positive correlation), regular collection (positive correlation), and GDP (positive correlation), imports and balance the budget relationship counterproductive, as each of the GDP, imports and collection ordinary are determinants basic, but the determinants of investment spending is the petroleum levy (positive correlation), exports (positive correlation), imports (positive correlation), gross domestic product and balance the budget relationship counterproductive, since the GDP and imports are determinants two primary him, and recommended the study involving the private sector in the construction of investment projects for a few pressures on the state, and not rely on tax increases to finance public spending, because tax increases lead to increase only current expenditure and do not lead to increased government investment spending, and the development of the financial market, which would contribute to economic development and providing sources of financing for Naughty government spending.
