السياسة اللغوية وتعريب التعليم في الجزائر: أنموذج للتحليل البيئي اللساني وفق نموذج التخطيط الإستراتيجي (swot)

الملخص
على الرغم من السياسة الاستعمارية الغاشمة لطمس هوية الشعب الجزائري، وسلخه عن عروبته، فإن سياسات قرن ونصف من الزمن لم تثمر نتائجها، ولكنها مع ذلك قد خلفت تركة إدارية وتعليمية مفرنسة، وأخرى لا تزال تعيش تحت تأثير مخدر أحلام الفرنسة، كما أن هذه التركة كان لها الأثر البالغ على اللسان العربي الدارج؛ وفي خضم صراع الهوية اللغوية والثقافية المفتعل، شهدت الجزائر محطات هامة حاولت خلالها -إما بقرارات رسمية أو بممارسات فعلية- تكريس مبدأ التعريب سواء في الجامعات أو الإدارات أو قطاع الإعلام أو غيرها؛ فكيف يمكن توجيه هذه السياسة اللغوية وجهتها السليمة بناء على دراسات لسانية علمية؟ وما علاقة التحليل البيئي اللساني برسم السياسة اللغوية للتعريب والتخطيط اللغوي له؟ هذا ما سيحاول هذا البحث الإجابة عنه من خلال وضع أنموذج تحليل بيئي افتراضي لسياسة وتخطيط التعريب في الجزائر. Despite the ruthless imperialist policy of blurring the identity of Algerian people, and stripping him of his Arabism, the policies of a century and a half have not borne fruit; however it has left behind it a French legacy in administration and education, and still others live under the drudgery of French dreams, this legacy also had a profound impact on the Arabic dialect. In the midst of a struggle for linguistic and cultural identity, Algeria has witnessed important milestones during which it has tried to put in the principle of Arabization in universities, departments, the media sector or others. For thus, we discuss here: How can this linguistic policy be guided by scientific linguistic studies? And what does linguistic environmental analysis have to do with the linguistic policy and linguistic planning of Arabization? Finally, this research will try to answer these questions by developing a virtual environmental analysis model for Arabization policy and planning in Algeria.
