دور المجالس المنتخبة في تحقيق التنمية المحلية دراسة حالة ولاية البيض

الملخص
لقد حضيت التنمية المحلية بأهمية كبيرة في السياسة العامة للدولة الجزائرية، فقد أضحت محل إهتمام الكثير من الباحثين، نظرا لما لها من أهمية بالغة ولما تحققه من أهداف على المدى القريب والبعيد، فهي عملية شاملة ومتكاملة يتوقف نجاحها على ما تقوم به نخبة من الأفراد من جهد متعدد الجوانب والأشكال، في العمليات التنموية التي تتصل بعملية صنع القرار المحلي، حيث يتوجب رسم استراتجية كفيلة بخلق تنمية محلية، تنطلق من الاقليم المحلي، وتكون من خلال مخطط محدد من طرف المجالس المنتخبة المحلية، مراعين في ذلك المحاور الكبرى لسياسة الدولة، وهذا ما سنحاول إبرازه على مستوى ولاية البيض، التي تفتقر للإمكانيات المادية والبشرية، تمكنها من تحقيق الهدف المرجوا للتنمية المحلية المستدامة، مما يعد ذلك تحد لبلوغ الهدف المنشود، وعليه سنقوم بتشخيص لواقع التنمية المحلية بهاته الولاية، في إطار الإصلاحات والتدابير المرافقة لسياسة الانعاش الاقتصادي. Local development has taken on great importance in the general policy of the Algerian state. It has become the focus of many researchers, given its great importance and the goals it achieves in the short and long term. It is a comprehensive, integrated process whose success depends on the efforts of an elite group of individuals. Multiform and multifaceted in the development processes linked to the local decision-making process, where a strategy must be developed to create local development, starting from the local region, and through a specific process plan by local elected officials, taking into account the major axes of state policy, and this is what we will try to highlight at the level of the state of al-Bayadh, which lacks material and human capacities, which allows it to reach the desired objective of sustainable local development, which is a challenge to achieve the desired objective, and as a result we will diagnose the reality of local development in this state, within the framework of reforms and measures accompanying the economic recovery policy.
