دور أسلوب اختيار أعضاء المجالس المحلية في استقلالها المالي

الملخص
تسمح اللامركزية الإدارية بتوزيع الوظيفة الإدارية في الدولة بين الإدارة المركزية والإدارة المحلية، وتسمح لهذه الأخيرة بالتمتع بالسلطة على مرافقها، والتمتع بالاستقلال المالي والإداري من خلال المجالس المحلية، غير أن طريقة تكوين هذه المجالس مسألة لها تأثير واضح على الاستقلال المالي لها وبالتالي الدفع بالتنمية فيها، ولأن الهدف من وجود المجالس المحلية هو تحقيق التنمية بأقاليم الدولة، فسيكون من الأحسن لتحقيق هذا الهدف الجمع ما بين أسلوب الانتخاب والتعيين في تشكيل هذه المجالس. Administrative decentralization allows the distribution of the administrative position of the State between the central and the local administration, and allows the latter to have authority over its facilities and to enjoy financial and administrative independence through the local councils. However, the manner in which these councils are formed has a clear bearing on their financial independence and thus on their development. And because the purpose behind the existence of local councils is to achieve development in the State provinces, it would be better, in order to achieve this goal, to combine the two methods; appointment and election together in the formation of these councils
