الملخص

يعتبر مبدأ التشاركية من أهم المبادئ التي يستهدفها نظام الإدارة المحلية، وتعد البلدية في مقدمة هذه المرافق الإدارية من حيث أولوياتها وأهميتها لارتباطها الوثيق بالمواطنين، هذه الأخيرة تشكل مكانا لممارسة المواطنة وإطارا خصبا للمساهمة في التنمية المحلية من قبل جميع الفاعلين في مقدمتهم المواطن، فهي أقرب إليه وأفضل موقع تبرز فيه إمكاناته وتثمن فيه قدراته وإنجازاته للوصول إلى تنمية حقيقة ناجعة وناجحة. ونجاح البلدية في مهمتها التنموية متوقف على مدى توفر الآليات المتعددة والمختلفة التي تضمن ذلك، ولعل أبرز هذه الميكانيزمات إضافة إلى تعزيز اللامركزية التي تحظى بها البلدية هو دمج المواطن في جميع الجوانب المتعلقة بحياته من خلال إسهامه وحماية شتى حقوقه، وتوعيته وإرشاده بمختلف واجباته. The principle of participatory is one of the most important principles targeted by the local management system, The municipality is at the forefront of these administrative facilities in terms of their priorities and importance because of their close association With the citizens. The latter constitutes a place for the practice of citizenship and a fertile framework for the contribution of local development by all actors in the first place citizen, It is closer to them and the best location in which their potentials are highlighted and their abilities and achievements are valued in order to reach a truly effective and successful development. The municipality’s success in its developmental mission depends on the availability of the multiple and different mechanisms that guarantee this, Perhaps the most prominent of these mechanisms, in addition to strengthening the decentralization that the municipality is going through, is the integration of the citizen in all aspects related to his life through his contribution and the protection of various rights. And make him aware and guide him in his various duties.
