الملخص
الملخص: تشكل مسألة تنمية مناطق الظل تحد كبير أمام صانع القرار الجزائري منذ الاستقلال وإلى غاية الآن، بسبب استمرار المشاكل التنموية في هذه المناطق، تتحدد أهمية الموضوع من الناحية العلمية في إمكانية مساهمة هذه الدراسة في إثراء المحتوى العلمي المتعلق بقضية تنمية مناطق الظل وإبراز جهود الدولة الجزائرية في سبيل تحقيق هذا الهدف، وهو ما يدفع للتساؤل حول مدى فعالية تلك السياسات والإجراءات التي اتخذتها الجزائر في سبيل تحقيق تنمية شاملة في هذه المناطق، والرهانات والتحديات التي تواجهها، وبعد الدراسة والتحليل توصلنا إلى نتيجة مفادها أن مخرجات النظام السياسي الجزائري ليست كافية لتحقيق تنمية شاملة بمناطق الظل. Abstract: The issue of developing shadow regions has presented a significant challenge to the Algerian decision-maker since independence until now, due to their persistence of development problems. Besides, the subject’s significance from the scientific point of view is determined by the possibility of this study’s contribution to enriching the scientific content related to the issue of developing shadow regions and highlighting the Algerian state efforts so as to achieve this goal. This raises the question about the effectiveness of those policies and measures issued by Algeria in order to achieve comprehensive development in these areas, as well as the stakes and challenges it faces. Therefore, after a full consideration and analysis, we concluded that the outcomes of the Algerian political system are not sufficient to realize comprehensive development in the shadow regions.
