الملخص
الجزائر كغيرها من الدول تسعى إلى تحسين أداء مؤسساتها سواء على المستوى التنظيمي أو الهيكلي لمسايرة تزايد المطالب وإشباع الحاجيات بمؤسسات قادرة على التكيف مع الواقع ،وقد تناولنا في دراستنا بعض آليات تحسين أداء المرفق العام المرتبط بالخدمة العمومية محاولين شرحها وكيف يمكن أن تؤثر على الأداء من خلال المشاركة والتعامل مع القطاع الخاص وإدخال التقنية في التسيير كالإدارة الإلكترونية التي لها أثر في العمل التنموي المعاصر ،زيادة على ذلك تفويض المرفق العام كتقنية مشجعة للمشاركة في التنمية ، حيث أكدناعلى ضرورة تكثيف الجهود في توظيف تلك الآليات بشكل واسع لتحقيق المشروع التنموي . Algeria, like other countries, is seeking to improve the performance of its institutions, whether at the organizational or structural level, to keep pace with the increasing demands and satisfy the needs of institutions capable of adapting to reality. in our study, we addressed some of the mechanisms for improving the performance of the public facility related to public service, trying to explain them and how they can affect performance through participation and dealing with the private sector and the introduction of technology in management, such as e-Management,which has an impact on contemporary development work, in addition to delegating the public facility as an encouraging technology for participation in development, where we stressed the need to intensify efforts in employing those mechanisms widely to achieve the development project.
