المقاربة الاتصالية للنظام السياسي في ظل جائحة كوفيد 19

الملخص
من منظورِ المقاربة الاتصالية، تُعتبر المعلومةُ وِحدة تحليلٍ أساسيةٍ في فهمِ عملِ الأنظمةِ السياسيةِ المعاصرةِ، حيث تتحدَّد أهميّة المعلومة ودورها حسب نمط اتصال النظام السياسي بالفضاء الجماهيري، وهذا النمط بدوره يُفسَّر وفقاً لطبيعة النظام السياسي (ديمقراطي أو تسلطي). من المحتمل أنّ النظام السياسي في ظل أزمة جائحة كوفيد 19، يعتمد في اتصاله بالجماهير على المعلومة النزيهة أو المعلومة المضلِّلة؛ هذا من شأنه أن يحدّد الاستقرار النسبي أو التناقض الحاد في إدارة النظام السياسي لأزمة الجائحة. فاعتماد الشفافية في إرسال المعلومة [حالة المعرفة بالجائحة، وطرق إحصاء الاصابات، والأسباب العلمية للحجر الصحي، وقدرات الرعاية الصحية] الصادرة عن اللجنة العلمية لمتابعة تفشي الجائحة، مهم جداً في التحكم بمدى بناء وعي جمعي بالأزمة والامتثال المجتمعي للتدابير الوقائية، وبالتالي بناء ثقة مجتمعية في القدرة الاستجابية للدولة تجاه الجائحة التي تشكّل اليوم تهديداً كبيراً للأمن الصحي للفرد. تهدف هذه الورقة البحثية الى توضيح كيفية الوصول إلى إعداد استراتيجية لمجابهة الأزمة الصحية غير المسبوقة من خلال الدعوة الى ضرورة اتباع السياسات الحكومية الاستجابية لمعيار شفافية المعلومة. From the perspective of the communicative approach, information is a basic unit of analysis in understanding the work of contemporary political systems, where the importance and role of information is determined by the pattern of communication of the political system with the public space, and this pattern in turn is explained according to the nature of the political system (democratic or authoritarian). It is possible that the political system, In light of the Covid 19 pandemic crisis, depends in its communication with the masses on honest or misleading information; this would determine the relative stability or sharp inconsistency in the political system's management of the crisis. The adoption of transparency in the transmission of information (the status of knowledge of the virus, methods for counting cases, scientific reasons for quarantine, health care capabilities) issued by the Scientific Committee to follow up on the outbreak of the pandemic, is very important in controlling the extent to which collective awareness of the crisis is built and societal compliance with preventive measures, and thus building confidence. Societal in the country's response capacity to the pandemic, which today constitutes a major threat to the health security of the individual. This research paper aims to clarify how to reach the preparation of a strategy to confront the unprecedented health crisis by calling for the need to follow responsive government policies to the standard of information transparency.
