فلسفة الترشيد للطاقة المتجددة من أجل التنمية الاجتماعية

الملخص
إن الرؤية المستقبلية للاستغلال الأمثل والفعال للطاقة المتجددة، تحقق رفاهية المجتمع للمواطن الجزائري، وتنمية مستدامة وشاملة ،من خلال توفير الإمداد بالطاقة في مجالات استخداماتها وفق أمن طاقوي له إستراتيجية في التسيير والترشيد ،ليصبح خيارا وبديلا مستقبلي لترقية المستوى المعيشي في المجتمع، وتوفير الطاقة للسكان خاصة في المناطق النائية والريفية المعزولة، والمحافظة على الموارد الطبيعية والاحتياطات النفطية، والدفع بفرص تصدير الكهرباء وغيرها،بالإضافة إلى أنّ قطاع الطاقات المتجددة من شأنه أن يمتص نسبة معتبرة من اليد العاملة، ما يحقق انخفاض لنسبة من البطالة،وهو دور أساس لضمان الأمن الاقتصادي وتمويل صيرورة عملية التنمية وتطوير المشاريع الطاقوية. لذا ارتأينا في هذا البحث معالجة إشكالية تصب في لبّ التخطيط للطاقة المتجددة،وهي وصف أهم الآليات الفلسفية للترشيد الاقتصادي والاجتماعي لدفع عجلة التنمية المستدامة للطاقة المتجددة ؟؟وإلى أمدى يمكن أن تساهم فلسفة الترشيد في تحقيق الأهداف المرجوة من الطاقة المتجددة؟؟. The future vision for the ideal and effective exploitation of the renewable energies realizes the welfare of societies and countries that leads to a comprehensive sustainable development through supply with energy in its usage domains according to an energy plan that has a management and rationalization strategy. Thus, it becomes a future choice and alternative to increase the living standards and provide energy for people especially in the remote and isolate rural zones, protecting the natural resources and oil reserves, and pushing the chances of exporting electricity etc. Furthermore, the sector of renewable energies would provide job opportunities and reduce unemployment which is important for economic production and sustainability of development in developing energy projects. Therefore, this paper aims at treating a problematic of the crisis of rationalizing the renewable energies through covering the main philosophic mechanisms of social and economic rationalization that increases development and to classification among the societies that rely on the natural energies in their urban development. To what extent does philosophy contribute to rationalizing the renewable energy crisis and its relationship with the social development?
