الملخص

الملخص باللغة العربية: نتيجة لعدة متغيرات دولية لم يعد مفهوم الأمن يقتصر على حماية الحدود والمسائل العسكرية بل أصبح يشمل تهديدات ذات طابع لامادي اصطلح على تسميتها بالتهديدات اللاتماثلية والتي تتميز بالغموض وعدم تكافؤ القوة بين الأطراف، على غرار الإرهاب الدولي والجريمة المنظمة والهجرة غير الشرعية. ومثلما تشكل الأوبئة تهديدا على الصحة العامة والسلامة البيولوجية كذلك من شأنها التأثير على مجمل التهديدات الأمنية الجديدة. ليدخل العالم وكذا دول المغرب العربي مرحلة جديدة تزامنا مع انتشار جائحة كوفيد 19 حيث لجأت الدول نحو فرض إجراءات الإغلاق والحجر الصحي، مما ضيق على نشاطات الجماعات المتطرفة والجريمة المنظمة وكذا الهجرة غير النظامية، لكن لم يكبح أنشطتها بشكل مطلق، بل أحيانا عززها نظرا لانصراف السلطات الحكومية وانشغالها بالتصدي للجائحة. Abstract: As a result of several international variables, the concept of security is no longer limited to border protection and military matters, Rather, it includes threats of a non-physical nature that have been termed as asymmetric threats, Which is characterized by ambiguity and asymmetry of power between the parties, such as international terrorism, organized crime and illegal immigration. Just as epidemics pose a threat to public health and biological safety, they can also affect all new security threats, Let the world, as well as the countries of the Maghreb, enter a new phase, coinciding with the spread of the Covid 19 pandemic, as countries resorted to imposing closure and quarantine measures, This restricted the activities of extremist groups and organized crime, as well as irregular migration, However, it did not completely curb its activities, and sometimes even strengthened it due to the government authorities' distraction and their preoccupation with addressing the pandemic.
