الملخص
ملخص يتناول هذا الموضوع بالدراسة والتحليل مشكلة مستعصية تتمثل في انتشار ظاهرة الفساد الإداري والمالي في مختلف بقاع العالم كآفة مدمرة تجتاح أركان الدولة في هذا الظرف المعقد، ما حدا بالمجتمع الدولي أن يتدخل بأسره لمجابهة أخطارها الزاحفة بشتى الوسائل المتاحة في ذلك. وفي هذا الإطار حاولت أن أتتبع مسارات النظرة الإسلامية المتفردة في تصوراتها وتجلياتها لمجابهة هذا الواقع المرير، وطريقة الإسلام في عرض منهجه المتكامل في التصدي لهذه الظاهرة في مفهومها الشمولي، مركزا على تبيان أهم معالم وحلقات هذا المنهج الرصين في مجابهته لهذه الآفة، موضحا أسبابها وطرق الوقاية منها ووسائل التصدي لها، مستخدما المنهجين الوصفي التحليلي أساسا في الوصول إلى ما قدمه من حلول ومعالجات للمشكلة، تبدأ من مستوى إعداد الفرد، إلى بناء كيان الجماعة، إلى تركيز دعائم الكيان العام، هيكلة وتنظيما وممارسة في التشريع والإدارة والقضاء، لتكريس إصلاحات وحلول جذرية مضمونة النتائج في مواجهة الفساد في الدولة. الكلمات المفتاحية الفساد الإداري والمالي - المنهج الإسلامي- التكوين التربوي- المعالجة التشريعية- القضاء الإسلامي. Jalons de l'approche islamique face à la corruption administrative et financière Résume Ce sujet traite de l'étude et de l'analyse d'un problème insoluble représenté dans la propagation du phénomène de la corruption administrative et financière dans diverses parties du monde comme un fléau dévastateur balayant les recoins de l'État dans cette circonstance complexe, qui a incité la communauté internationale d'intervenir dans son ensemble pour affronter ses dangers rampants par tous les moyens disponibles.
