الملخص

برز الفضاء السبراني كعنصر مؤثر في النظام الدولي وكشف عن أنماط جديدة من المخاطر والتهديدات السبرانية زاد من حدتها توظيفه لأغراض عسكرية حتى أضحى مهددا رئيسيا للأمن والسلم الدوليين في ظل تراجع دور منظومة الأمن الجماعي وانتهاج الدول لسياسات عسكرية أحادية الجانب خارج إطار الأمم المتحدة. يهدف هذا المقال الى ابراز أهم تلك المخاطر والتهديدات وقدرتها على التأثير على الأمن والسلم الدوليين واقتراح إطار نموذجي لتعزيز أمن هذا الفضاء. Cyberspace has emerged as an influential element in the international system, revealing new patterns of cyber risks and threats that have been exacerbated by its use for military purposes until it has become a major threat to international peace and security in light of the decline in the role of the collective security system and the adoption of unilateral military policies by states outside the framework of the United Nations. This article aims to highlight the most important of those risks and threats and their ability to affect international peace and security and to propose a model framework to enhance the security of this space.
