الملخص
إذا كانت معظم الدول المتحضرة قد أخذت بنظام الشهر العقاري، إلا أنها لم تسلك في تحقيق هذا النظام سبيلاً واحداً، وقد نتج عن ذلك قيام نظامين للشهر العقاري نظام يعتمد على أسماء أصحاب الحقوق أساساً للشهر، ويعرف بنظام الشهر الشخصي، ونظام يعتمد على العقار أساساً للشهر، ويعرف بنظام الشهر العيني، هذا الأخير الذي جاء على نقيض الشهر الشخصي لتحقيق ما عجز عن تحقيقه هذا الأخير. إن مسألة شهر التأمينات العينية من الموضوعات ذات الصلة بإنعاش الاقتصاد العام ورفاهية المجتمع، من خلال منح ضمانات كافية، وتدعيم الائتمان، لأن المؤسسات المالية تمتنع عن إقراض الأشخاص في حالة عدم وجود تأمينات عينية مشهرة وفقاً لإجراءات قانونية واضحة وسلسة، تتميز بالديمومة وتستند إلى معطيات تقنية علمية وعملية، تستطيع من خلالها ضمان حقوقها في تحصيل ديونها في حالة عدم الوفاء. If most civilized countries have adopted the real estate registration system, but they did not take a single path in achieving this system, and this resulted in the establishment of two real estate registration systems, a system that relies on the names of rights holders as the basis for the month, and is known as the personal month system, and a system that relies on real estate as a basis for the month It is known as the in-kind month system, the latter which came in contrast to the personal month to achieve what the latter was unable to achieve. The issue of issuing in-kind insurances is one of the issues related to reviving the general economy and the welfare of society, by granting sufficient guarantees and strengthening credit, because financial institutions refrain from lending to people in the absence of publicized in-kind insurances according to clear and smooth legal procedures, characterized by permanence and based on technical data. Scientific and practical, through which it can guarantee its rights to collect its debts in the event of non-payment
