التقنية ومآلاتها على مفهوم المواطنة

الملخص
شهدت نهايات القرن 20 وبدايات القرن 21 حديثا متناميا عن القيم العالمية يسوق لها في مجالات عدة، والأكثر بروزا ما نسميه بالتنوع الثقافي، الذي يجعل من الفرد يعترف بالآخر، مما يساهم ببناء روابط مدنية تمس مجالات عدة كالاجتماعية والثقافية، لتجسد عملية الانتماء ببعضهم البعض، ومن جهة أخرى نلتمس وجود علاقة قائمة بين الفرد والدولة، تعزز وفق قواعد التي من خلالها يتم الحفاظ على حقوق فردانيته من أجل تشكيل مواطن صالح. وانطلاقا من علاقة الفرد بالدولة يتشكل لدينا مصطلح المواطنة، الذي يعتبر من أهم المفاهيم المرتبطة بالوجود الإنساني بشكل عام، والذي يستدعي ضرورة خلق آليات للحفاظ عليه بشكل خاص، وإذا عدنا للواقع يستلزم منا دراسة صيرورة المواطنة تحت السياق العام للتنوع الثقافي، مركزين في ذلك على كل ما هو تقني وأبعاده السياسية، الذي يؤدي إلى إحداث التغيير الراديكالي للعلاقة القائمة بين الهوية والمواطن والدولة. The end of the 20th century and the beginning of the 21st century witnessed a growing talk about universal values that were marketed to them in several fields, the most prominent of which is what we call cultural diversity, which makes the individual recognize the other, which contributes to building civil ties that touch on several areas such as social and cultural, to embody the process of belonging to each other, and from On the other hand, we seek the existence of a relationship existing between the individual and the state, strengthened according to the rules through which the rights of his individuality are preserved in order to form a good citizen. Based on the individual’s relationship with the state, the term citizenship is formed for us, which is considered one of the most important concepts related to human existence in general, and which calls for the need to create mechanisms to preserve it in particular. What is technical and its political dimensions, which leads to a radical change in the relationship between identity, the citizen and the state.
