الملخص
Economic reforms over the past fifteen years resulting in a vast movement of deregulation and with drawal of the state of the economy for the benefit of the market. The independent Administrative authority represents new bodies which are mandated by the legislature to control and organize importants sectors , financial , economic, media where the legislator assigned some functions which are normally assigned by the executive authorities as a result of the transformation of the role of the State in the light of the changes in the national system whether legal or economic. Most of these authorities are independent from the executive authority. They are not subject to no control or custodian party presidential control, however , in the interest of the legislature to maintain the principle of legality, he subjected its actions to administrative judge control at the level of the Council of the State as an asset as within national public bodies, and as an exception the ordinary judge control , for the functioning of justice as the main judge of such disputes.
