الملخص
تهدف الدراسة إلى إبراز دور الجماعات المحلية في تجسيد ودعم مشاريع الطاقة الشمسية بالجزائر خلال الفترة (2018 -2021) وبينت الدراسة الميدانية على مستوى بلديتين بولاية المدية أن إجراءات تجسيد مشاريع الطاقة الشمسية مشابهة لإجراءات المشاريع التنموية المعتادة التي تشرف عليها الجماعات المحلية وتخضع في الأساس للمرسوم الرئاسي رقم 15-247 المؤرخ في 16 سبتمبر 2015المتضمن تنظيم الصفقات العمومية، كما تم التوصل بأن مشاريع الطاقة الشمسية بالبلديتين تركزت حول تركيب الألواح الشمسية والسخان المائي الشمسي بالمدارس الابتدائية وساهمت بشكل كبير في الحد من تكلفة استهلاك الطاقة الكهربائية، و خلصنا في الأخير أن مشاريع الطاقة الشمسية تواجه عدة عراقيل تقنية كالشح في اليد العاملة المؤهلة وأخرى مالية تمثلت في ضعف القدرة التمويلية جراء التكلفة المرتفعة لهذا النوع من المشاريع. The study aims to highlight the role of local communities in the embodiment and support of solar energy projects in Algeria during the period (2018-2021). The field study, which was in two municipalities in the wilaya of Medea, showed that the procedures for the realization of the solar energy projects are similar to the procedures of the usual development projects supervised by the local communities and it's basically undergo to the Presidential Decree N° 15-247 of 16 September 2015 which involves organizing public deals. It was also found that that the solar energy projects in the two municipalities focused on installing solar panels and a solar water heater at the primary schools level, which contributed significantly in reducing the cost of electrical energy consumption. We also concluded in the end that solar energy projects at the level of the two municipalities face several technical obstacles such as the scarcity of qualification labor, and other financial ones represented in the weakness of the financing capacity due to the high cost of this type of projects.
