ضرورة العودة إلى التعديل الهيكلي من أجل تصحيح مسار الاقتصاد الوطني

الملخص
تهدف هذه الدراسة إلى بيان ما آل إليه برنامج التعديل الهيكلي الذي تبنته الحكومة في منتصف التسعينات وتوضيح طبيعة الإصلاحات الهيكلية التي يجب القيام بها في المرحلة المقبلة. وقد اتضح من خلالها أن برنامج التعديل الهيكلي المذكور لم يعد يحظى بالأولوية الحقيقة لدى الحكومة منذ الشروع في التوسع في الإنفاق العمومي، وأنه تم التراجع عن عدة جوانب هامة منه رغم تحقيقه لنتائج إيجابية نسبيا بعد تنفيذه. وحيث أن المخرج من الوضع المتردي الحالي يبقى منوطا بالانتقال النهائي إلى نظام اقتصاد السوق، فلا مناص من العودة مرة أخرى إلى التعديل الهيكلي لتصحيح مسار الاقتصاد الوطني. This study intends to highlight the results of the structural adjustment program adopted by the government and to clarify the nature of the reforms to be decided upon for the next stage. It turned out that the said program had not been applied rigorously and properly, and that there had even been a reversal in the attitude of the government with regard to some of its provisions. The difficult economic situation that Algeria is currently experiencing, however, requires the establishment of a market economy system, hence the need to return to structural adjustment to succeed in this task. Cette étude entend mettre en exergue les résultats du programme d’ajustement structurel adopté par le gouvernement et clarifier la nature des réformes à décider pour la prochaine étape. Il s’est avéré que le dit programme n’avait pas été appliqué de façon rigoureuse et convenable, et qu’il avait même eu un revirement dans l’attitude du gouvernement à l’égard de certaines de ses dispositions. La situation économique difficile que vit l’Algérie actuellement exige pourtant la mise en place du système d’économie de marché, d’où la nécessité du retour à l’ajustement structurel pour réussir cette tâche.
