الديمقراطية الرقمية: نحو تعزيز المشاركة من خلال تكنولوجيا المعلومات Digital Democracy: Towards Enhancing Participation Through Information Technology

الملخص

شهد العالم ثورة هائلة في مجال تكنولوجيا المعلومات والاتصالات اتسعت أثارها لتشمل الحياة السياسية ، فتركزت معظم الاهتمامات على ما تحمله هذه الثورة التكنولوجية من فرص واعدة لإنعاش الحياة السياسية، مما طرح مفهوم الديمقراطية الرقمية للجدل باعتبارها مجموعة كاملة من الممارسات من شانها خلق روابط الكترونية تمكن من المشاركة النشطة في صنع السياسات . وقد هدفت هذه الدراسة إلى تسليط الضوء على الديمقراطية الرقمية لتعزيز الديمقراطية مع الإشارة إلى الإمكانات التي تتيحها للمشاركة السياسية والتحديات المطروحة. وتوصلت الدراسة إلى حتمية توافر تكنولوجيا المعلومات والاتصالات، والسياسات الأمنية لضمان التعامل مع المعلومات الشخصية. الكلمات المفتاحية: الديمقراطية؛ الديمقراطية الرقمية؛ الحكومة الالكترونية؛ المشاركة؛ التصويت الالكتروني. Abstract: The world has witnessed an enormous revolution in the field of information and communication technologies, the effects of which have expanded to include political life. Most of the concerns have focused on the promising opportunities of this interactive technology revolution to revive political life. This presented the concept of digital democracy to be debated as a whole set of practices that can create electronic links, enabling active participation in policy-making. The aim of the study was to highlight digital democracy as a phenomenon resulting from the use of ICT to promote democracy, noting its potential for political participation and the existing challenges. The study reached the conclusion of the inevitability of ICT’s existence and security policies to ensure the well-handling of personal information. . key words: Democracy; Digital Democracy; E-Government; Participation; E-Voting.
