واقع الوقف وآفاقه التنموية

الملخص
ملخص: للأوقاف في المجتمع الإسلامي تاريخ مجيد ،أين كانت تؤدي وظائف لا يمكن الاستغناء عنها، يبدوا ذلك جليا في تنوع مواردها وتعدد مصارفها،فقد استخدمت في توفير الغذاء والملابس والسكن للفقراء، والمساكين،والأيتام والأرامل،وابن السبيل،والإنفاق على التعليم،والصحة، وبناء المساجد، والدعوة،والجهاد في سبيل الله،وغيرها من وجوه الإنفاق،بصورة قلّ أن نجد لها مثيلا في عالمنا الإسلامي المعاصر، غير أن الناظر في الحاضر يرى تراجعا واضمحلالا في دورها، وقصورها عن أداء كثير من الخدمات التي كانت تقدمها على مر التاريخ الإسلامي؛ فإذا كانت الأوقاف قد استمرت كخاصية ملازمة للمجتمع العربي والإسلامي عبر العصور المختلفة،وكرافد أساسي للمالية الإسلامية ؛ فإنها اليوم لا تحظى بتلك المكانة الرفيعة في تعزيز الرفاهية الاجتماعية،والاقتصادية،وعليه فقد جاء هذا البحث ليسلط الضوء على حقيقة الوقف، من خلال رصد أدواره ،وبيان مقوماته وسبل تفعيله،وزيادة حجم موارده بما يساهم في تحقيق التنمية المستدامة،ودعم الرفاه الاجتماعي. Abstract: Awqafs in the Islamic society have a glorious history, where they performed functions that cannot be dispensed with. This is evident in the diversity of their resources and the multiplicity of their banks. They were used to provide food, clothing and housing for the poor, the needy, orphans, widows, and wayfarers, spending on education and health, building mosques and advocacy. Jihad, and other aspects of spending, in a rare way that we find an analogue of it in our contemporary Islamic world, but the beholder in the present sees a decline and a decline in its role and its failure to perform many of the services that it provided throughout Islamic history; If Awqafs have persisted as an inherent characteristic of Arab and Islamic society through different ages; Today, it does not enjoy that high position in promoting social and economic well-being, and therefore this research came to shed light on the developmental role of endowments by monitoring the reasons for the decline of endowments, then clarifying the elements of its activation and increasing the volume of its resources in order to achieve sustainable endowment development, and support .
