الدّيناميات الإقتصادية والسّياسية لعملية برشلونة

الملخص
لقد ارتكز إعلان برشلونة على نظرة إيجابية لموضوع الشراكة كونها دينامية صالحة وهي أنّ رفع الحواجز الجمركية سوف يفتح أمام دول حوض المتوسط منافسة دولية خصوصا من الدول الكبرى والشركات عبر الوطنية مما يجعلها تقوم باِتّخاذ تدابير مهمّة تشمل الجانب المؤسساتي، الإصلاح الإداري، الإلتزام بالخوصصة، تشجيع الإنتاج الوطني، فتح المجال أمام التعاونات الإقليمية، وإعطاء الدّور المهم للدّولة المنظمة والموزّعة بدل الدولة المستثمرة، إذن فالعقلية الليبرالية الّتي حملها الإعلان الّتي تحوي في طيّاتها أهدافا متعلّقة بتحرير السوق ما يزيد من فعالية اِستقطاب الإستثمارات الدّاخلية والخارجية سواءاً أمام القطاع العامّ أو الخاصّ في حوض البحر الأبيض المتوسط، فالرّؤية التي أراد الإعلان إيصالها هي أنّ كون الفضاء المتوسطي منطقة تنافسية فإنّ هذا سيؤدّي للنّمو الإقتصادي وبالتالي الرّفاه الإجتماعي. The Barcelona Declaration was based on a positive view of the partnership issue, as it is a valid dynamic, which is that the lifting of customs barriers will open up international competition for the Mediterranean countries, especially from major countries and transnational corporations, which will make them take important measures that include the institutional aspect, administrative reform, commitment to privatization, and encouragement of national production, opening the way for regional cooperation, and giving an important role to the organizing and distributing state instead of the investing state. Therefore, the liberal mentality carried by the Declaration, which contains goals related to market liberalization, increases the effectiveness of attracting internal and external investments, whether in front of the public or private sectors in the Mediterranean Basin. The view that the Declaration wanted to convey is that the Mediterranean space being a competitive region will lead to economic growth and consequently: social welfare.
