مدى كفالة الأمم المتحدة للمدنيين خلال الحرب السورية

الملخص
ثورة "الحرية والكرامة" "الربيع العربي" الذي انطلقت أحداثه في سوريا، منذ منتصف مارس 2011 باحتجاجات سلمية، ومطالب إصلاحية اقتصادية واجتماعية وسياسية ، لم تلبث أن تحولت إلى صراع مسلح بامتدادات إقليمية ودولية، تغلب فيـه الحسـابات الجيوسـياســية. لعبت منظمـة الأمـم المتحدة منذ بداية الأزمة السورية دورا ملحوظا - سلبيا كان أو إيجابيا -من خلال اجهـزتها الرئيسية داخل المنظمة، وهما الجمعية العامة ومجلس الأمـن ،حيث أصدرت الكثير من القرارات، الكثـير مـنها لم يُفعل، فأثبتت بذلك العجز الدولي عن إيقاف الحرب السورية الذي ذهب ضحيتها الإنسان، ولعل ما يثير القلق أثناء هذه النزاعات هو " المدني "، الذي دفع بنا للبحث عن كفالته دوليا وسط كل هذا من طرف الأمـم المتحدة ، حيث أن المدنيين هم الفئة الأكثر تأثرا أثناء النزاعات المسلحة خاصة عندما يتجاوز أطراف النزاع مبادئ القانون الدولي الإنساني، الأمر الذي زادت وتيرته في الآونة الأخيرة.Abstract: The "Freedom and Dignity" revolution, the "Arab Spring", whose events began in Syria since mid-March 2011 with peaceful protests and demands for economic, social and political reform, soon turned into an armed conflict with regional and international extensions, in which geopolitical calculations prevailed. Since the beginning of the Syrian crisis, the United Nations has played a remarkable role - negative or positive - through its main organs within the organization, namely, the General Assembly and the Security Council, where it issued many resolutions, many of which were not implemented, thus proving the international inability to stop the Syrian war, which went Its victim is the human being, and perhaps what raises concern during these conflicts is the “civilian”, who prompted us to search for his international guarantee amid all this by the United Nations, as civilians are the most affected group during armed conflicts, especially when the parties to the conflict exceed the principles of international humanitarian law, Which has increased in frequency recently.
